The Medical Council of Canada (MCC) is introducing important changes to the Licentiate of the Medical Council of Canada (LMCC) to modernize the process and enable candidates to obtain their LMCC earlier in their medical career.
Effective January 26, 2026, candidates will no longer be required to complete twelve months of postgraduate training to qualify for the LMCC. Eligibility will instead be based on two clear steps:
This streamlined process means candidates can secure their LMCC earlier in their training path.
As part of these changes, the MCC will introduce digital LMCC issuance as the standard. Eligible candidates will receive a digital LMCC number either automatically or upon request, depending on the timing of their exam application. Printed Testamurs and wallet cards will remain available as optional items for a fee, offering flexibility for candidates who wish to obtain physical documents.
To support this transition, the administrative fee to obtain the LMCC will be significantly reduced. The table below outlines how fees and eligibility will now apply.
| Application timing and LMCC request | LMCC eligibility criteria | What you receive by default | Fee |
| If you applied for the MCCQE Part I before Jan. 26, 2026, and will request your LMCC after Jan. 26, 2026 | Passed the MCCQE Part I + medical degree verified | Digital LMCC number issued upon request | $ 50 admin fee $100/Testamur (optional) or $100/wallet card (optional) |
| If you apply for the MCCQE Part I and request your LMCC after Jan. 26, 2026 | Passed the MCCQE Part I + medical degree verified | Digital LMCC number automatically issued | $ 0 admin fee $100/Testamur (optional) or $100/wallet card (optional) |
