Supporting licensure decisions and candidates in the pursuit of safe, accessible health care
Recognizing the evolving demands of the health care system in Canada, the Medical Council of Canada (MCC) is implementing a new three-year strategic plan that will also determine the next steps in the organization’s evolution.
In this strategic plan, the commitment to serve and support the system of regulation and licensure, ultimately aiming to safely bring more physicians to patients in Canada, is operationalized. While objective assessment can’t measure everything expected of a physician, there is strong, established, and emerging evidence that performance on objective exams correlates with patient outcomes, including complaints, length of hospital stays, and mortality. The strategic plan emphasizes innovation of our assessments, support for international medical graduates on established and new routes to practise in Canada, as well as the sound management of physician data.
The MCC is a valued and trusted partner in the system of licensure and is uniquely positioned to support regulatory and licensing bodies as an objective third party. And, to serve our candidates and partners with increased transparency, they will be at the center of our decisions, products, and services.
Over the next three years and beyond, the MCC will be guided by the five objectives and corresponding action plans and is committed to updating our partners and candidates on our progress towards these initiatives.
Strategic objectives
We will serve physician licensure decisions through excellence in programs of assessment.
Visit objective 1
We will assist international medical graduates (IMGs) as they navigate to practicing as physicians or into other medical roles in Canada.

We will enable health human resource planning by managing physician practice data in our registries.
